Dr. Subhajit Basu, an Associate Professor in Information Technology Law (Cyberlaw), Chair: BILETA, Editor: IRLCT, School of Law, the University of Leeds based in the UK participate in Risk Roundup to discuss Complex Challenges Regulating Artificial Intelligence.

Regulating Artificial Intelligence

We are living in an age of intelligent machines. As artificial intelligence changes our way of life, the increasing ubiquity, and rapidly expanding promise and perils of intelligent machines, have spurred the massive automation-driven transformation of the human ecosystem in cyberspace, geospace, and space.

From the artificial intelligence-driven transformation of industries to the weaponization of artificial intelligence and biased algorithms, the promise and perils of artificial intelligence technology and its applications are raising serious concerns for the future of humanity–prompting calls for rapid regulation of artificial intelligence design, development, and deployment.

While fear of disruptive technological innovations, fundamental transformation, rapid change, and calls for the governments across nations to regulate new technologies (individually and collectively) are not new phenomena; regulating a technology like artificial intelligence that is transparent, democratized, doesn’t require many resources and touches every sector of an economy at all levels is entirely a new phenomenon and challenge.

This is especially complex because most of the risks of artificial intelligence and autonomous systems are unknowns and unless we identify all potential risks, and understand where it originates, and makes the unknowns, known—drafting regulations seem difficult in a timely manner.

So, how can a technology like artificial intelligence be regulated?

About the Guest

Dr. Subhajit Basu is an Associate Professor of Information Technology Law. His focus area of research is on the regulation of the internet, including issues relating to privacy, data protection, freedom of expression, and e-commerce. He is also the Chair of the British, Irish Law Education and Technology Association (BILETA). He holds a Ph.D. from Liverpool John Moores University and an LLB from the University College of Law, Faculty of Law, Calcutta University. He aims to explore the challenges that the Internet has created in transforming our lives, especially in the area of governance and in our legal framework. Understanding and making sense of the increasing amount of “data” that is out there is central to his research. “Big data” can control our lives, and he is particularly interested in how we can better inform and empower consumers. He is also keen to examine how we can update our legal framework to protect the privacy and equip the public with the knowledge needed to make informed choices.
